Rail boost in 2014-19 Nation Building investment plan

first_imgAUSTRALIA: Announcing its 2013-14 budget on May 14, the federal government set out a preliminary schedule for the major rail projects to be undertaken within the next Nation Building five-year investment programme, which will run from July 2014 to 2019.The biggest rail projects are A$3bn for the Melbourne Metro suburban rail upgrade programme (RG 5.13 p16), which Infrastructure Australia has identified as a ‘priority’ project of national significance. A 9 km tunnel from South Kensington to South Yarra would support up to 19 extra trains/h, significantly increasing capacity. In an effort to attract private finance, the federal and state governments have agreed that the project would be funded through a combination of up-front grants and availability payments, with the federal government to meet half of each. Details are to be finalised in the coming months. Similarly, Brisbane’s 9·8 km Cross River tunnel between Yeerongpilly and Victoria Park with underground stations at Woolloongabba, Boggo Road, Albert Street and Roma Street is to be funded through a combination of grants and availability payments, with the federal government contributing 50% and guaranteeing private-sector debt for the PPP component. Funding is also to be allocated to the Perth Light Rail project and/or airport rail link. Priorities and construction timetables are to be determined in consultation with the state government, and are subject to an assessment by Infrastructure Australia. Victoria Melbourne Metro: 9 km tunnel from west of South Kensington to east of South Yarra. Federal contribution: A$3bn. Queensland Brisbane Cross River Rail: 9·8 km tunnel from Yeerongpilly station to Victoria Park, with four underground stations. Federal contribution: A$715m (includes A$100m in 2012-13). South Australia Tonsley Park Public Transport Project: includes doubling a section of the Tonsley Rail Line, and upgrading Clovelly Park and Tonsley stations. Federal contribution: A$31·5m Tasmania Freight Rail Revitalisation: Continue improvements to the main routes, including renewal of 290 track-km. The downtown market soared to the top in a field of 20 nominees, and locals say that’s neither luck nor accident.Farmers Market volunteers raised a fourth banner last week to celebrate the 2020 WDIV Best Of 4-peat win. (Farmington Farmers Market)Extra special winMarket Manager Walt Gajewski said this year’s win is extra special, considering the uncertainty of the past few months due to the COVID-19 pandemic.“There were so many unknowns, beginning with, were we even going to open the market, and then redoing our operating model, keeping up with and implementing state guidelines,” he said. “And now, here we are, more than 10 weeks into the season, and over 20,000 people to date have enjoyed direct access to fresh grown local produce from Michigan farms.”Gajewski said the award is a tribute to the greater community, volunteers, sponsors, city leaders, and Farmington’s public safety and public services departments, who are “the pulse behind Saturday life in a Michigan small town.”Hard-earned, well-deservedFarmington Mayor Sara Bowman described the win as “hard-earned and well-deserved. Some work 2-hour shifts at the entrances and exits, others stay for the day.Thanks to donations from Beaumont Health, kits provided by Oakland County, and a donation of “market masks” from Bowman, Saturday volunteers receive masks, gloves, hand sanitizer, and water at the beginning of their shifts. Martin said it’s important for volunteers to know they’re safe and appreciated.Another volunteer puts in long hours behind the scenes, as well as on market days. Robert Ace Barbers that a Social Amelioration Provision (SAP) funding provision should be included in the next year’s national appropriations.“Although the Department of Social Welfare and Development (DSWD) has allotted for Promotive Social Welfare Program, including 4Ps (Pantawid Pamilyang Pilipino Program) in its proposed budget for 2021, nonetheless, I support the call of several Members of Congress to include in DSWD’s 2021 budget an allocation for cash subsidy similar to the SAP under the “Bayanihan to Heal As One Act” or R.A. 11469 or popularly known as “Bayanihan 1,” she told the Manila Bulletin.She said despite the inclusion of similar subsidy program in the newly-enacted Republic Act No. 11494 or the “Bayanihan to Recover as One Act”, known as Bayanihan 2, it would be sensible if a SAP funding provision is reflected in the 2021 national budget, considering the socio-economic uncertainties posed by the COVID-19 pandemic crisis.“It would be judicious to earmark an appropriation for emergency subsidy in DSWD’s 2021 Budget in view of the uncertainty of the COVID-19 pandemic in the coming year,” Eriguel, a medical doctor by profession, said.The House leader noted that RA No. 11494 authorizes the President to implement various recovery interventions, including the provision of similar emergency subsidy worth P5,000 to P8,000 to affected low income households in areas under “granular lockdowns” or restrictions limited to specific area like a street or compound, and to households with recently-returned OFWs.Bayanihan 2 also provides for P6 Billion for DSWD’s Assistance to Individuals in Crisis Situations (AICS), she noted.Sagarbarria, chairman of the House Special Committee on West Philippine Sea, had proposed that “SAP should continue and be included in the proposed national budget, but it must be in-kind, like giving rice to poor families.”For his part, Barbers, chairperson of the House Committee on Dangerous Drugs, agreed that SAP should be included in the national spending plan, recognizing that the pandemic crisis would produce more poor families.“If there’s no vaccine in sight until next year, we should continue to roll out financial assistance to low income families next year,” he said in a text message.Senate Minority Leader Franklin Drilon vowed over the weekend to push for the inclusion of SAP in the proposed national budget for next year.Under the already-lapsed Republic Act NO. 11469 or the Bayanihan to Heal as One Act, around 18 million low-income families are entitled to receive a P5,000 to P8,000 emergency cash subsidy for two months depending on the minimum wage rate in their regions.In a congressional budget briefing, Budget Secretary Wendel Avisado told the senators that the national government is more focused on improving the economic landscape and creating jobs for economically-dislocated families.last_img read more
